Irony. If you're in a 'Home for the Blind' you obviously can't see the sun rise.

And likewise, the stars in the sky arn't that beautiful when you see them in filthy, septic, city water, now are they? But of course you don't know that, until you see them for real in the sky above....

I think Moz is comparing what is versus what you know. The thug he sings about, Hector, doesn't sound like a fine example of a human being, but to the (assumably poor) people he lives with, Hector is a charmer, because that is the only type of person they know.
