By "allotment" do you mean pension? So this a joke? And it doesn't necessarily refute the rumors? Or maybe the part about not retiring is still true in spite of the joke?

An allotment is a small area of land provided by the local authority for gardening, especially for growing vegetables and fruit, and is traditionally a hobby for retired people and pensioners here in the U.K.
