International Playboys 12" Inner

I have two copies of Playboys on 12" and they have different inner sleeves. One has a black paper sleeve with no hole in the centre and a small white sticker with "018788" stamped in red on. The other has a black cardboard sleeve with a hole to view the label through.

Any ideas why they would be different? The records and outers are identical?
