Tour Name?

Hello there.I just wanted to know if anybody had any idea how Morrissey came up with the name for his ongoing tour(Oye Esteban?),and what it might mean(if anything at all)

Why does he have this new affection towards Mexico,did he just travel there for the first time or something?

No, he seems to have a interest in the culture. Not to mention a bunch of devoted Mexican fans w/open arms in the L.A area of which he lives.
