Question A question about The Queen is Dead (track)

A question about the start of the Queen is Dead - not Take Me Back to Dear Old Blighty - not "all the lies about make up and long hair..." but the voice immediately before Morrissey sings "Farewell..." Is it Morrissey's voice sped up? What is it saying? Sounds like "go out..."? Anybody know?
